Office of the Spokesperson

Under Secretary of State for Civilian Security, Democracy, and Human Rights Uzra Zeya will travel to Montreal, Canada from October 30-31, 2024, to lead the U.S. delegation at the Ministerial Conference on the Human Dimension of Ukraine’s 10-Point Peace Formula.  Hosted by Canada, Norway, and Ukraine, the conference will focus on the human dimension of Russia’s unconscionable war and the need to return prisoners of war (POWs), unlawfully detained civilians, and deported children to Ukraine.  Members of the delegation include National Security Council Director for Anti-Corruption Abigail Bellows and the Department of State’s Bureau of Population, Migration, and Refugees Deputy Assistant Secretary Scott Turner.

Under Secretary Zeya will underscore the United States’ firm commitment to the protection, safe and dignified return, and rehabilitation of Ukraine’s POWs, civilians, and children; call out Russia’s continued destruction of critical civilian infrastructure, especially in urban areas; and U.S. support for the tireless work of Ukrainians, civil society, and humanitarian workers risking their lives to provide assistance to the most vulnerable.

In addition, the Under Secretary will engage senior Ukrainian government and international partners on unflinching U.S. resolve in helping Ukraine prevail and advance long-term democratic resilience, Euro-Atlantic integration, and comprehensive justice and accountability for the Ukrainian people.
