HSE is seeking views on 2 regulatory reviews and would welcome your feedback.

Control of Asbestos Regulations 2012 (CAR 2012)

This review is separate to the recent consultation but is using the evidence collected during that time. Your feedback will help HSE build a better understanding of how the CAR 2012 work in practice. 

We are seeking views and information in 2 surveys:

• Review of the CAR 2012: Identifying presence of asbestos before any work commences
• Review of the CAR 2012: Asbestos Surveyors

The surveys close at 11:59pm on 16 September 2026.

Personal Protective Equipment at Work (Amendment) Regulations 2022 (PPER 22)

PPER 22 extended employers’ and employees’ duties regarding personal protective equipment (PPE) to limb (b) workers. Under employment law in the UK, the definition of a worker has 2 parts: 

• Limb (a) describes employees who work under a contract of employment

• Limb (b) describes workers who generally have a more casual employment status and work under a contract for service, such as freelance couriers, casual agency staff, and some zero-hour contract staff in the gig economy

We are gathering the views of businesses that engage limb (b) workers and those workers themselves to understand how the Regulations are working in practice and whether they continue to meet their intended objectives.

The surveys close at 11:59pm on 18 September 2026.

Working with asbestos without proper training is illegal

If you are a building owner, landlord or work in building and allied trades, you must check what training is needed to be compliant with the law.

Every employer must make sure that anyone who is liable to disturb asbestos during their normal work (including supervisors) gets the correct level of training so they can work safely without risk to themselves or others.
