Chicago voter turnout around 19% by afternoon rush, second lowest on record

Chicago voter turnout reached just over 19% as of 3 p.m. Tuesday, the second lowest on record for a midterm primary election, as voters came out to the polls despite unseasonable cold and bitter wind.
