The U.S. Department of Health and Human Services notified Congress it wouldn’t pay $600 million worth of grants already awarded in Colorado, California, Illinois and Minnesota.

Officers who don’t follow the law could receive a citation carrying a penalty of up to a $99 fine or 300 days in jail. Denver police would have the authority to arrest anyone who doesn’t comply.

District officials are investigating Tony Poole, the assistant superintendent of special populations, for “allegations of misconduct in the form of insubordination.”

“We are taking names, we are making lists,” U.S. Rep. Jason Crow of Colorado said in an interview Wednesday, a day after federal prosecutors failed to win an indictment against him and other lawmakers.

“We are not in a state of denial,” general manager Josh Byrnes said.

Nationwide, only about 30% of people meet the federal guidelines for physical activity, and even in famously outdoorsy Colorado, just 35% do.
