In Kyiv, temperatures are forecast to plummet to -24C (-11F). In recent weeks, Russia has intensified attacks on Ukraine's energy infrastructure, leaving millions of people without heating or power. Moscow confirmed it had received the US president's request, but declined to give details on what it may have agreed to.
