Fairfax City Mayor Elected 2026 COG Corporate President
Metropolitan Washington Council of Governments (COG) members elected City of Fairfax Mayor Catherine Read as corporate president for 2026.
The COG Corporation is an independent, nonprofit association. Policies are set through three independent policy boards: the COG Board of Directors, the National Capital Region Transportation Planning Board, and the Metropolitan Washington Air Quality Committee. Policy, technical, and advisory committees help shape programs through the dedicated work of a wide array of public servants, from police chiefs to social workers.
Mayor Read will be joined by District of Columbia Councilmember Kenyan McDuffie and City of Laurel Mayor Keith Sydnor, who were elected as corporate vice-presidents, and City of College Park Councilmember Denise C. Mitchell, who was elected as secretary-treasurer.

Special Election for the Virginia House of Delegates, 11th District
A special election to fill the Virginia House of Delegates, 11th District, seat will be held Tuesday, Jan. 13, 2026.
The deadline for candidates to file ballot access documents is 5 p.m. Wednesday, Dec. 17, 2025. Candidates can review ballot access documents and filing requirements on the Virginia Department of Elections website at elections.virginia.gov.

C-PACE Financing Helps Property Owners Save on Energy Costs
The City of Fairfax is one of 19 Virginia localities participating in the statewide Commercial Property Assessed Clean Energy financing program. C-PACE financing helps property owners overcome financial barriers that discourage investment in energy and water conservation projects.
C-PACE enables owners of commercial, industrial, nonprofit and multifamily properties (with five or more units) to access long-term, fixed-rate financing for energy efficiency, renewable energy, water conservation, and resiliency improvements. Building improvements financed with C-PACE can be completed with no upfront, out-of-pocket cost and can generate positive cash flow upon completion.

Presentations and Proclamations
- Mayor Catherine Read acknowledged the city’s police, fire, and emergency management teams for achieving national accreditation. She also presented proclamations acknowledging the 20th Anniversary of the Friends of Accotink Creek and Doug Church Jr. for his years of service to the Central Fairfax Chamber of Commerce.
- Justin Wilson, executive director, NOVA Parks, presented an update on regional parks and the plan to renovate Gateway Regional Park in Fairfax City.
Consent Agenda
- Adopted a resolution amending previously adopted City Council Rules of Procedure.
- Approved introduction of an ordinance amending the city code, pertaining to sanitary sewer connection fees, frontage charges, and wastewater lateral repair and replacement charges, and pertaining to connections to public sewers.
- Approved introduction of an ordinance adopting printed supplement numbers 16-26, inclusive, to the city code. The code was last recodified in 2000.
- Approved introduction of a supplemental appropriation resolution in the amount of $4,600,000 from Transform 66 Outside the Beltway Concession Funding for the George Snyder Trail project. (Councilmembers McQuillen and Peterson opposed; Councilmember Hall abstained.) A public hearing is scheduled for Jan. 13, 2026.
- Approved introduction of an ordinance amending the city code, pertaining to required financial disclosures by certain enumerated officers and employees of the city.

- Held a public hearing on the Jermantown Road Improvements Project. (No council action.) View the presentation.
Public Hearing Not Required
- Approved that the city council accept the City of Fairfax FY 2025 Annual Comprehensive Financial Report. View the presentation.
- Approved that the city council adopt a resolution approving the 2026 City of Fairfax Legislative Program with the incorporation of any amendments made at the Dec. 9 city council meeting. Further moved to direct the legislative liaison to forward the city’s approved legislative program to Senator Salim and Delegate Bulova.
