Comprehensive Plan Amendment SSPA 2023-II-1F (AT&T Oakton), Plan Amendment SSPA 2023-II-2V (Hunter’s Branch Office Complex), 2024-III-1P (Ox Road/Hooes Road), SSPA 2023-IV-2S (Franconia Triangle Study) - Adopted Text
The 2017 Edition of the Comprehensive Plan has been updated as a result of Plan amendment SSPA 2023-II-1F adopted by the Board of Supervisors on March 18, 2025.
2017-66 - AT&T Oakton - On April 11, 2023 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for 3033 Chain Bridge Road (Tax Map Parcel 47-2 ((1)) 58). The property is in Land Unit B of the Flint Hill Suburban Center, Fairfax Planning District and the Providence Supervisor District. The Board of Supervisors requested that staff consider residential mixed-use up to 1.0 FAR, consisting of single family attached and multifamily dwellings, office use, and community-serving retail use, with specific consideration for evaluating the site as the potential core area for the Flint Hill Suburban Center, achieving compatible transitions to adjacent residential areas, tree preservation, and multimodal access and circulation.
On March 18, 2025, the Board adopted Comprehensive Plan Amendment SSPA 2023-II-1F, establishing the new core area and providing an option for residential mixed-use redevelopment of the site up to 0.8 FAR subject to conditions. The adopted text may be reviewed here. The associated Rezoning application RZ 2023-PR-00020 is under consideration.
The Board further directed the Department of Transportation to conduct a congestion and safety study for the Oakton area spanning approximately one mile from the intersection of Chain Bridge Road and Jermantown Road, staying north of Interstate 66, with specific considerations for modifying and/or new connections to relieve congestion along Chain Bridge Road, evaluating the connectivity and quality of the pedestrian and bicycle network, and identifying potential private and public funding options. The Board also directed the County Executive to include $425,000 as a consideration item in the next quarterly budget review to fund the transportation analysis associated with the transportation study.

2017-67 – Hunter’s Branch Office Complex - On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for the Hunters Branch Office complex (Tax Map Parcels 48-4 ((1)) 1E and 1G), located at 9300 and 9302 Route 29 in the Providence Supervisor District. The Board of Supervisors requested that staff consider an amendment to the Comprehensive Plan for mixed-use development or residential use up to a density of 65-80 dwelling units per acre, including the potential for adaptive reuse of the existing office buildings for multifamily residential use. The provision of residential amenities, useable open spaces, and multimodal connections to the Vienna Metrorail Station, Pan Am Shopping Center and other destinations are also important considerations.

2017-68 – Ox Road/Hooes Road - On April 16, 2024, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2024-III-1P for Tax Map Parcels 106-4 ((1)) 17, 18, 19 (part), 27 and 27A; located at 9300, 9304, 9224 Ox Road, Lorton, VA, 22079. The Plan amendment authorization considers detached residential use at a higher density than the current base plan, with specific considerations for tree preservation and buffering from Ox Road, watershed and noise impacts, multimodal connectivity, and open spaces and parks.
The adopted text for this amendment (adopted text No. 2017-68) can be found here. This amendment revised the following sections of the Comprehensive and Policy Plans:
2017-69- Franconia Triangle Study - On April 11, 2023, the Board of Supervisors authorized the Franconia Triangle Study to evaluate and update Plan recommendation #3 of the S9 Beulah Community Planning Sector, including but not limited to specific considerations for the proposed land use mix and density/intensity proposed for land areas within the study area accepted into the 2022-2023 Countywide Site Specific Plan Amendment (SSPA) process. A nomination (CPN22-LE-003, referred to as “Beulah Street SSPA”) to redevelop and repurpose two office buildings for single-family detached and multifamily residential uses was submitted via the SSPA process. Additionally, the proposed redevelopment of the Franconia Governmental Center with affordable multifamily residential use was included in the planning study area.
Plan Amendment # SSPA 2023-IV-2S concerns approximately 22.75 acres of land bounded by Franconia Road, Beulah Street and Grovedale Drive in the Franconia Supervisor District. The following recommendations were adopted under the amendment:
- Retail use up to 0.30 FAR along Franconia Road and for Tax Map Parcel 81-3((5))13;
- Multi-family residential use up to 120 units for the Franconia Governmental Center (Tax Map Parcels 81-3 ((5)) 3A, 2A, 2B, 2C1 and 83-3 ((8)) 503);
- Multi-family and attached residential use up to 12 dwelling units per acre for the Beulah Street SSPA site (Tax Map Parcels 81-3 ((5)) 15, 15A, 15B, 15C, 17C and 17D);
- Attached residential use on Tax Map Parcel 81-3 ((5)) 16 subject to consolidation or coordination of development with the adjacent residentially planned parcels.
