Prime Minister Mark Carney added many new faces to the Liberal cabinet and dropped several veterans, announcing a team that he pledged will deliver new ideas and “decisive action” on key files, such as trade, crime and the cost of living.

The new cabinet, announced Tuesday, includes a core group of 28 ministers and 10 secretaries of state.

The secretaries of state will not manage federal departments or attend all cabinet meetings. Instead, they’ve been assigned specific policy priorities, such as defence procurement, seniors and combatting crime.

Mr. Carney said in a statement that the new cabinet is built to deliver change.
