Carroll school system officials say Blueprint could result in stricter out-of-district enrollment policy

The Carroll County Board of Education decided not to change the school system’s policy governing students who attend an out-of-district school, but warned that tighter restrictions may come amid implementation of the Blueprint for Maryland’s Future, an multibillion-dollar state education reform law in the third year of a decadelong rollout.
