Defra technical consultation on the Alternative Transitional Registration Model (ATRm)

The Department for Environment, Food and Rural Affairs (Defra) is seeking stakeholders’ views on the draft legislative provisions required to implement the ATRm for UK REACH.

The government outlined its policy approach to the ATRm in its response to an earlier consultation held in 2024, which was published on 30 March 2026. This second consultation seeks comments of a technical nature on the draft legal provisions intended to give effect to those policy conclusions.

The ATRm will introduce more proportionate requirements for transitional registrations. It will:

  • reduce the hazard information routinely submitted at registration
  • retain the existing use and exposure requirements
  • provide HSE, as the UK REACH Agency, with targeted powers to request further information where needed

Defra particularly welcomes responses from chemical manufacturers and importers, downstream users, trade associations, environmental and health organisations, legal and regulatory advisers, and others with experience of UK REACH.
