Thanks for asking about the hiking loop near Mill Creek. I did that trail last weekend and it was in good shape overall. The full loop is about four and a half miles with moderate elevation gain mostly in the first mile. There are several creek crossings that have small bridges so you won't get your feet wet. The trail is well marked but I still recommend carrying a printed map because cell service drops after the first half mile. I started at the main parking area and went clockwise which I think is the better direction because the views open up gradually. The upper section has some rocky terrain so wear boots with good ankle support. I packed two liters of water and that was enough for the loop. There is a small picnic area at the midpoint with a few benches overlooking the valley. If you plan to go on a weekend try to arrive before eight in the morning because the lot fills up quickly. About the raised garden bed project you asked about, I built mine last spring using untreated cedar planks which hold up well against moisture.
