I was thinking about what you asked yesterday, and I do think it makes sense to take a slower approach instead of trying to decide everything at once.
When I get overwhelmed, I usually start by writing down the two or three things that matter most and ignore the rest for a bit. That usually clears enough space in my head to actually make progress.
