Actually, I think the best approach for the garden project would be to start with soil testing first. After that we can decide which amendments to add. I've been reading about composting methods and I'm leaning toward a three-bin system. It will take a few months to get good compost but it's worth it. The local nursery has a workshop next Saturday if you're interested. Let me know what you think.
