I think the best approach would be to start with the soil preparation first. You asked about timing for planting the tomatoes and I would recommend waiting until after the last frost date which is usually around mid May in our zone. The raised beds we built last year should work well. Just make sure to add compost a few weeks before planting. The peppers can go in at the same time as the tomatoes and I can help you set up the drip system if you need assistance with that part. Regarding the project timeline you asked about, I think we should plan for the kickoff meeting next Wednesday afternoon. The preliminary work can be divided among the team with Sarah handling the research portion and Mike taking care of the initial drafts.
