I checked those hiking trail conditions you asked about. We did the loop last Saturday and the path was dry for the most part. There are a few muddy sections near the creek crossing, but nothing that requires waterproof boots. The lower trailhead has a new parking area that opened last month. The elevation gain is spread out nicely, so it never feels too steep. We saw deer about a mile in. I would say plan for about three hours round trip with a short break at the overlook. I finally read that novel you recommended last week. The pacing was slower than I expected at first, but the character arcs really pulled me in by the middle chapters.
