President Donald Trump's fiscal 2027 budget proposal includes a $10.5 billion boost for the Pell Grant program to address a projected shortfall, while aiming to cut the Education Department's budget by at least $2.3 billion, including eliminating funding for minority-serving institutions and other higher education programs.
