For years, schools encouraged technology in students’ hands. Now many countries are moving the other way, banning smartphones in classrooms. They are right to do so. Evidence is accumulating that removing them results in modest improvements in students’ grades. Moreover, doing so seems to make kids happier. A rare win-win.

A crucial difference from America, though, is that Britain’s unwritten constitution gives the executive great power with few checks.
